Message	You "could" still fight a 96 in a 70 if there were let say a speed trap involved... or the the Traffic servey was out of date by more than 5 years.. or the traffic servey was not performed by a certified engineer... or the office wasn't trained and certified to use a laser... or the laser was miscaliberated.....
